Hate Crime as Ideologically Motivated Violence: Implications for Threat Assessment & Management

Hate crime takes many forms, ranging from intimidating communications to mass homicide. It is also a growing concern according to official statistics from around the world. In this talk, Dr. Hart will first define hate crime and review research on its prevalence. Next, he will discuss the dynamics of hate crime as form of ideologically motivated violence and identify the ways in which it is similar to and distinct from other forms of violence – particularly other forms of ideological violence such as terrorist (extremist) and honour based violence. Finally, he will review some major challenges facing threat assessment professionals dealing with hate crime and discuss the use of structured professional judgment guidelines and other decision support tools. He will illustrate key points with case examples throughout his talk.
